                                             STATE MEETING MINUTES

                                                       MARCH 2, 2008

 

President Rick Patterson called the meeting to order at 1:05 p.m.

Rick thanked the central region for lunch

 

President’s report

Rick asked for any addition or corrections to minutes of 11/11/07. 

Rick asked for motion to accept.

Terry Crampton moved, Don Staib seconded.

Motion passed.

 

Rick talked about the new trailer purchased needed for storage of OHC equipment and E/A props .  It is a 40 foot trailer from Missouri, OHC paid $6,000 plus $1,000 expenses, any questions go to Rick, he has pictures of it.

 

County questionnaires – Rick has them, state wants to know what’s going on in counties.

 

A question was raised about further discussion about the trailer – Herb Rider thinks it may be too big, why do we need living quarters, Southwest region meeting  questioned how many people could pull it and any dually could pull it. Della Packer, Montgomery County asked why didn’t we vote on it, why do we need living quarters, thought we needed smaller storage trailer. Rick answered – a 20 ft. cargo trailer would be $5,000 for extra $1,000 it was worth the investment.  Joan Miller said the kitchen in the trailer would be great for E/A and Youth show for cooking for volunteers; Larry Matthews said this trailer in its condition is  a great bargain.  Did we need motion for extra $1,000 spent for this trailer?  Joyce Wilson commented about the budget, she thinks trailer was good bargain, altogether last year’s budget was only over $3-400.00.  Terry Crampton went to Ind., Pa., Mich., Ky. and throughout Ohio looking for a good price on a trailer.  As OHC grows we may need bigger trailer.  Jack Mich questioned the ability of counties to be able to use it.  It will be full of OHC stuff and not usable for counties.  Linda Husqvar – do we have insurance to cover it?  All done, we will have $7,000 in it.  Rick – timeframe of buying trailer and reps help make the decision.  Buster Neeley made a motion to approve the $7,000 needed for trailer, Terry Crampton, seconded.  Will there be more expenses incurred ie painting?  Bill Unger stated that our OHC inventory has became so large to make it prohibitive for any one person to store, we needed this trailer.  Delaware County has seen pictures of the trailer, great bargain for this much storage space.  Kathy Bruno has been putting on events for OHC for over 30 years, OHC stuff was stored everywhere, if person dropped out what happened to it, records could be consolidated in this trailer.  Question on the practical use for the counties because of size.  Morrow County, at best of American trailride at Smoke Rise last year, living quarters would have been wonderful for this.  Great advertising for OHC. Did not replace another trailer, replaced 3 stalls in Terry Crampton’s barn.  Vote: motion carries. 119 yes, 16 no. 

 

 Rick appreciates counties that did questionnaires.  Committee chair information needs to be looked at and corrected if needed.

 

Reminders:  Insurance:  event insurance needed when general public at function.  Membership still getting memberships on old forms.  Old forms will be sent back.  Dated and signed.  Treasurer needs I&E reports. Newsletter:

 

Rick has replaced Maryann Schmidt and appointed Jennifer Romaker.  40 chapters out of 60 did not have updates in recent newsletter.  Newsletter did not go to publication until mid Feb.  Linda Weese, suggested that county officer information go to secretary, then webmasters then to newsletter.  Jackie Romaker’s, daughter does this professionally.  We have sample of her work. 

 

Vice–President - Mike Gerard – VP happy to be here, has article in newsletter, Executive Cabinet is working hard.  2 day meeting in Jan.  Ohio Industry Equine Coalition many things being done.  Hope to have presence at Equine Affaire.  Here to help equine industry in OHIO.  3700 members in OHC taking care of our trails all over Ohio.  Hope to see more funding for us in the future.

Treasurer – Anne Lindimore - 4 counties  Highland, Holmes,Knox and Preble have not turned in I&E reports.  Refunds have been mailed to counties in on time.  2008 budget and income sheet in packets.  Not too late to get insurance - dues must be paid before eligible for insurance.  Forms need to be signed. 

 

Youth Show – Terry Crampton -  May 15,16, 17 – need volunteers -  we are being paid more money  this year to  open and shut  gates.  Sign up on website or to Terry Crampton  

 

Public Relations –Terry Crampton - merchandise to help counties get out OHC info.  Every region will get banner in next 30 days.  Applications to Terry or on website.   Price is $100.00 for banner, 4x10 is $150.00.

 

Buckeye trail – JoEllen Reikowski is having a trail meeting at Tappan Lake July 11-12 to work on trails.  Question on change in leadership at Buckeye Trail.   There is a new president.

 

By-laws – Tom Green - business leftover from last year.  County chapters have no business in grievance issues – should be at state level only.  Proposals written in newsletter.  Need to vote on proposed amendments.  Motion to approve changes in by-laws,  Chuck Baker, Warren County, second Reuss Griffiths. After a vote, the motion carries.  Draft of revised and refined by-laws should be available at general meeting in Nov.  One change will be revision to structure of membership. 

 

Equine Affaire - Linda Weese - need volunteers, has flyers to pass out.  E/A planning meeting 3/16 at 1:00 p.m. at Flying J. Thanks for county books.  Bring to E/A – new display being built for books.  Barb Gerard, Membership will do membership applications there adding county charges if applicable.  County photos going on CD and will be projected on screen in booth.  Need help setting up on 4/9. Please sign up on web or with Linda.

 

Corral – Kathy Williams -  reminders being sent out –  please have articles and/or pictures to Kathy by 10th of month.  She will acknowledge receipt.

 

Finance – Joyce Wilson -  review of OHC finances for 2007.   Look for overage, interest income of $2,827.54 earned. Membership increased in 2007 because of insurance, Treasurer needs better computer program for treasurer position.   We overspent our approved capital expenditures by $300.00 +.    At the  January planning meeting  we looked at excess funds – voted for balanced budget.

How much is needed in  reserve?   On 12/31/07 there was $xxx , the insurance  premium is $ 4,769.00, Gibby  fund is $540.00, $5,000 for youth scholarship fund, $2,000 for counties to apply for trail work.  $xxx excess funds, need $30,000 reserve untouchable, we looked at dues and dues structure – increase dues or not?   Proposal:  dues structure categories need to be looked at.  Looked at ease of structure:  OHC loses money for every senior membership.  Agreed on following proposal for 2009, senior citizen, youth and individual will be $15.00; family $25.00; and associate $30.00. County chapters would keep $2.00 for youth, seniors, and singles; $4.00 for family.  Reducing our membership structure to 3 lines and even amounts would ease up the treasurer’s job.  Motion to accept dues structure:  Jack Weese,  Reuss Griffiths second.

Discussion:  let chapters decide on their own what they want to collect.   

Dues are in standing  rules and can be voted on at this meeting:  Shortfall on seniors needs to be addressed.  Promote youth by giving break. Math doesn’t add up to raise dues. Structure proposal to be able to give counties more money back. 

Vote taken:  125 for, 10 against.  Will take affect in 2009. 

 

Break

 

Items that need to be purchased – computer and program with printer for treasurer position.  Dell laptop with program (Quickbooks) available  through Joyce Wilson’s company for $1,015.21.  Need to buy printer – run between $100-200.  Would get laser with faxing capability.  $1500.00 for all.  Motion to buy these items made by  Chuck Baker, seconded  by Terry Crampton

Discussion:  Should  we allocate more?  No.  Will have antivirus. Look at HSN or Overstock.com for good deals.  Vote taken and motion carries.

Equine Affaire requested club purchase Toshiba projector for E/A or any other county event.  The cost would be around $850.00.

Promotional items needed:  5000 business cards not in 2008 budget, 6,000 plastic t-shirt bags with OHC logo for Equine Affaire and $1,050.00. Motion:  Jim Stayton, seconded by Troy Lindimore

Suggestion was made to look at extra bulb for projector as bulbs are expensive   vote was taken and the motion carried.

Look at getting all records scanned – would be huge project and expensive – will go back to finance committee

 

Grievance- Cindy Barnett, Sherry Eucker -no report

 

Groom & clean –  Sheila Bushong - no report

 

Insurance- Jackie Romaker - any questions – additional insured policy – landowner only covered for registered date,  Equisure is offering business liability  policy and OHC mortality insurance.  Call Equisure to find out.  Purchasing package add-ons. 

 

Legislative – Reuss Griffiths - new committee, looking at how the committee is going to work, acknowledge webmasters

 

Membership – Barb Gerard, Absent, no report

 

Merit awards –  Anita Hoon – her email address is wrong in quarterly  -  June 30 deadline for Gibby award, September 30 for lifetime award,  welcome to be on committee, reservations for Gibby ride should go to Jack Weese

 

Nominating –  Jim Corman - this November we will be voting for all officers, Treasurer open, Secretary will run, V-P undecided, President will run.

Southeast regional rep will be stepping down.

 

State trail rides-  Jack Weese - questions about name tags, Jack Weese will take orders. In 2008 11 state rides are scheduled, new ones will be Brown County at East Fork, Columbiana at Beavercreek.  Cuyahoga at Cuyahoga Forest.   Please follow up with paperwork for adequate history of ride. 

 

Trail -  Larry Matthews – Larry asked for trail reports around the state.   Art Crist reported  working with Great Seal –marking trails, park manager has come to Fairfield meetings, new trail maps, looking for some money ($500-700) to help out. Pike County will donate $50.00.  Rick has talked to Salt Fork State Park.  Dogs:  your dogs need to be on a leash in any county park.  Work  weekend  4/26/27 work all day on the 26th,  free camping at Salt Fork.  Mike Gerard – OTP work weekend at Muskingum Water District extending green trail over to the lodge. 6 years of work has gone into this trail.  $1.3 million left in recreational trail program- $8 million in requests.  Trail over to Malabar Farm, around lake and over to lodge.  40 unit overnight campground on the lake.  Will tie Mohican and Malabar with over 70 miles of trails.  New member of committee.  From Northeast region.  Warren county- new- created a liason committee interfacing between horsemen and county parks people.   Ultimate goal to tie all these parks together with trail system.  Carroll County – Harrison State Forest in Mideastern region- has 20 miles of trails, 27campsites.  Neglect of trails- Carroll adopted this forest and is working there.  Trying to widen trails, need help.  Paved lots, water at camp.  If you work on trails, free camping.  New chapter:  Sandusky – putting in new trails at Gibsonburg, new chapter:  Defiance meeting today for the second time.  Dillon State Park  has 16 miles of trails – process of putting in campground (20 sites).

State with most horses:  Texas, California,  Florida, Oklahoma, Kentucky and Ohio.

 

 Gibby Award:  person worthy of award – information to Anita Hoon by June30.

 

 Larry spoke about OTP work weekend at Mohican.  Larry asked for donated hours and dollars spent on state parks from regional reps.  Recognize:  Clermont:  Jack Masterson, Greene: Herb Rider; Hamilton:  Kathy and Steve McClure: Montgomery: Jerry Basham, Pike:  Diane Mosbacher, Warren:  Harold McKeehan.

 

$2,000 grant submission date May 31,2008.  Awarded in July

 

Trail Usage- Bill Unger hoped to get ½ million miles this year.  1400 people turned in trail miles.                                                                                                            

Thanked all who used spread sheet. 52 out of 58 chapters turned in miles.  Perry County had 20 youth turn in miles.  Morgan County won highest percentage award  (100%).

Washington County wins highest miles award.  Have won 6 years.  Patty Matthews, Washington County, is the first woman inducted into the Trailriders Hall of Fame.

 

Webmasters- Linda Waites, Judy Preston -  2007 94,356 page requests, so far this year, 21,192

 

Youth –  Gary Boggs is asking members to bring kids to November meeting.

 

Directors – Jackie Romaker – has proof of insurance cards available, details of 2 new insurance coverage plans.

Regional Representatives:

Joan Miller – 2  new counties, work going on at parks

Cindy Barnett- 5 state rides and pictures on website

Bill Craft – Madison County improving trails at Deer Creek

Linda Husqvar: Accessibility -   Five years to get to Dept. of Justice. Federal parks will be impacted. 

 

New Business – Hocking Hills group camp is a go and moving forward.  Have received $50,000 grant to be used on trails.  A pole barn has been dismantled to use as a shelter house.  Roofing materials have been secured.  There is $3,000 from other counties to be used at camp.
