   General Membership Meeting

November 12, 2006

  Delaware, Ohio

 

President Rick Patterson called the meeting to order at 1:05 p.m.  After the Pledge of Allegiance, Mike Gerard spoke on the importance of members making a reservation for the lunch served before this meeting.  Secretary Kris Green called the Roll Call of county chapters.  She informed the counties of a form in each county packet for them to list their 2007 officers and return to her.

Secretary’s Report - Kris Green asked for a motion to approve the November 13, 2005 General Membership Meeting minutes as published in the Winter newsletter.  A motion was made to accept by Terry Crampton and seconded by Gussie Anderson.  She also asked for a motion to approve the minutes of the March 5, 2006 Executive Council Meeting.  A motion was made to accept by Joy Keco and seconded by Terry Crampton.   Both motions passed.

President’s Report  - Rick Patterson thanked all who served and helped at the All American Youth Horse Show and also the Equine Affaire.  He and Linda attended the American Horse Council in Washington, D.C. and learned a lot.  The issues discussed will be on the website and he wants member suggestions on issues such as horse slaughter, animal ID and right to ride.    Rick gave a report on the Hocking Hills trails update.  OHC is working with the forestry department.  Trail signs are being made and OHC wants to help.  Trail closures can be listed on our website.  Hocking Hills is pushing to put some of the trails into a nature preserve.  A proposed group campground is also being discussed.  Rick also discussed the problem with some of our members being dropped from getting their Corral for part of 2006.  Rick made a motion to refund $3.50 to these members.  Jim Corman seconded this motion.  The motion passed.  Rick and Linda also attended the State Horse Council meeting.  Discussions pertained to the Unwanted Horse Coalition, the Right to Ride (in lame duck session now).  OHC members should write their congressmen about this and record their miles.

 Vice President - Jack Weese said he enjoyed meeting all the people at the meetings this past year and at a few state rides.  He would like to serve another term as V-P.

 Treasurer - Ransae Hall complimented all the county treasurers and also a thank you to Dasie Masterson.  Our income exceeded expenses by $2,907.95

 Committee Reports

Youth Show - Terry Crampton reported on the last Youth Show, May 18-20,2006.  OHC helped by opening and closing the ring gates at the Ohio State fairgrounds.  Volunteer sign up for next year will be on the website.  A couple of new ideas: need safety signs for the gates, a megaphone to get exhibitors in and our and the OHC volunteers need ID clothing.  He thanked all the volunteers.

Buckeye Trail - Jo Ellen Reikowski - asked for help if a work party is in your area.

By-Laws - Reuss Griffiths recognized his by-law committee members.  He asked for a vote on the following changes: Section I Officers E. From” no member shall hold more than (1) elected office concurrently” to “no member shall hold more than (1) elected state OHC office concurrently”.  F.  From “the officers shall be elected to serve for (1) year or until their successors are appointed or elected” to “the officers shall be elected to serve for (2) years or until their successors are appointed or elected”.  A motion to change E. and F.  was made by Reuss Griffiths and seconded by Terry Crampton.  After a vote by the membership, the motion passed.  H.  “No member shall be eligible to serve more than (4) consecutive terms in the sam office at the state level” to “No member shall be eligible to serve more than (2) consecutive elected two-year terms in the same office”.  A motion to change was made by Reuss Griffiths and seconded by Mike Gerard.  After a vote by the membership, the motion passed.  A question was asked how the by-law changes affect today’s election of officers.  The newly elected officers will be eligible for 2 more 2 year terms. 

Newsletter - Mary Ann Schmidt and Sarah Whitt were absent.

Equine Affaire - Terry Crampton presented the new banner.  Small banners are available to the counties at $100.00 plus tax. They can be ordered on the website,  personalized and will take 1 week to make.  Terry thanked his committee.  Linda Weese was introduced as the 2007 chairperson.  She has a sign-up sheet for the new committee and needs booth workers.

Finance - Joyce Wilson presented the budge for 2007.  She thanked all on her committee.  This is a balanced budget.  There is a need to purchase some capital items, laptop computer, Equine Affaire permanent items and 5 banners for the 5 regions to share.  Terry Crampton made a motion to accept the yearly budget, seconded by Gussie Anderson.  After the vote, the motion passed.  Joy Keco made a motion to pass the capital budget, seconded by Reuss Griffiths.  After the vote, the motion passed.

Grievance - Cindy Barnett and Sherry Eucker - no report

Groom & Clean - Sheila Bushong - this event is incorporated with 4-H.  The county winners get to go to the state contest.  There were 21 senior and junior teams this past year.  State OHC donates the trophies and savings bonds.  There will be a clinic to train new judges on March 17, 2007.  Check the website for further details.

Insurance - Jackie Romaker - nine signed for insurance for parades and pony rides.  Please use new forms. There will be a $25.00 increase in the premium for members. 

Membership - Dasie Masterson -no report.  Dasie is stepping down after 2 years and Barb Girard will take over this position.

Merit Awards - Anita Hoon - congratulated Mike Gerard as 2006's Gibby Award winner.  She thanked her committee, Gussie Anderson and Dee Crampton and recognized the officers, directors, committee chairs, and representative.  Lottie Cipriano was recognized by Portage County as a Merit Award winner.  Winner of the member of the year award was: Hancock County’s Everett Obenauer.

Nominating/Elections - Jim Corman thanked his committee.  Before the elections were held. Mike Gerard and Jack Weese were given an opportunity to speak on why they wanted to be Vice-President.  There were 137 ballots passed out.  The results were Rick Patterson for President, Mike Gerard for Vice-President (receiving 78 votes) to Jack Weese’s (56), Secretary, Kristin Green, Treasurer, Anne Lindemore.  There were 2 no votes and 1 missing totaling 137. 

Ohio - Erie - Carolyn Sullivan  - absent

Public Relations, Merchandise, State Trail Rides - Gussie Anderson asked each county that has a state trail ride to please read and follow the instructions on holding a state ride.  Jerry Basham stated that the OHC belt buckle is still available but is not currently in the quarterly.  Next year the Gibby Ride will be considered a state ride.  It will be the first weekend in August at Barkcamp and there will be free camping for OHC members. 

Trail - Larry Matthews reported on the OTP Cuyahoga work weekend in April, 2006.  150 people attended.  Thanks to Reuss Griffiths for hosting.  There are 30 new miles of trail at Burr Oak.  Larry asked for applications for OTP in March, 2007. 

Trail Usage - Bill Unger explained trail patches.  Miles are cumulative, 25,000 miles there is a special award.  Sammy Kendrick is in the Trailriders Hall of Fame.

Webmasters - Linda Waites and Judy Preston - goals for 2007 - more county communication, merchandise on website, county items for sale, need information from counties for the calendar.

Directors - Larry Matthews - needs report from the counties on the dollars and hours donated for trail work. 

Mike Gerard - no report.

Andy Rohrer - absent

Regional Representatives - Change the central region rep from Linda Waites to Terry Crampton.

Mentors - Jeffery Fultz will be the new central region mentor replacing Terry Crampton.

 Old Business - All American Youth Show - do we want to do in 2007?  Terry Crampton moved to do it again, seconded by Jim Corman.  Motion carries.  State OHC will share the cost of food for the volunteers with Fairfield County.

 New Business - Penny Passalaqua - showed the proposed Horse Power license plate.  Enough signatures have been obtained and now it will go as a bill to the General Assembly.  Many steps involved, the bill needs to be voted on to become a law.  We (OHC) need to promote.  The economic potential is huge.

Linda Husvar - spoke on a survey to find out what exists for accessibility at the trail heads throughout Ohio.  Although a long process, the goal is more mounting blocks at trail heads in Ohio. 

Rick Patterson spoke on a new insurance policy for all OHC members for $19.00 a year.  The coverage would be $1 million dollars for each member’s horse wherever the horse is or whatever happens as a result of this horse.  It is a one calendar year coverage for $1 million per occurrence.  All members will have to pay the premium but then can opt out and receive a refund.  The membership after much discussion would like to search out any other options such as voluntary participation from the membership.   Rick stated that the March Executive Council meeting will be a General Membership meeting also to deal with this insurance issue. 

Mike Gerard gave a presentation on the economic impact of horses in Ohio.  Ohio has 500 miles of bridle trails in 24 parks.  New trails are being opened and he congratulated OHC on all that we do. 

A motion to adjourn was made at 5:30 p.m. by Dara Maier from Fulton County, seconded by Bill Potteiger, Delaware County.  Motion passed.
